The Trisakti Foundation has distinctive characteristics that set it apart from other private university foundations. The Trisakti Foundation was established by the Ministry of Higher Education, Culture, and Religion together with the LPKB Public Relations Department, and its Board of Trustees and Executive Board were appointed for the first time by decree of the Minister of Higher Education, Culture, and Religion.
Due to historical ties with the government, the government, in this case the Ministry of Education and Culture, has since 1978 appointed an ex-officio representative to sit on the board of the Trisakti Foundation. The first government representative appointed to sit on the foundation's board was Prof. Soekisno Hadikoemoro, the first Director of Private Higher Education at the Directorate General of Higher Education.
